RETIREMENT TALKING POINTS - Tuesday, December 15, 2009 Talking Points: a) Teachers and school employees have faithfully been making regular and constant contributions to PSERS their entire working lives. State and local districts have NOT been paying their fair share thus causing the problem. b) Some proposals would actually harm, not help, the situation by contributing less money to the system. c) Taking benefits away from future employees is not fair to them and will weaken the system by withholding even more monies. d) any change to a "defined contribution plan" will do nothing to help the current situation and in fact will make it worse. e) In short, the problem with the system lies with those sitting in Harrisburg who defaulted on their promise to fund their fair share. The general assembly caused the problem and it is up to them to solve it.
KEEP THE PROMISE!!

MORE TAXES COMING OUR WAY - Tuesday, December 15, 2009 Tell Congress: No Excise Tax On Health Insurance Plans!
The United States Senate is currently debating the Patient Protection and Affordable Care Act (H.R. 3590) – a health insurance reform bill that would pay for needed reforms by imposing a 40 percent excise tax on high-cost insurance plans. Although the tax would be paid by insurance companies and plan administrators (employers), not by employees, the ultimate result would be a dramatic reduction in benefits as the excise taxes payable would be so high that insurance companies and employers would do everything in their power to avoid paying it. The excise tax is bad policy. It would have a devastating impact on exactly the type of good, comprehensive health care plans reform should be promoting. At the same time, despite President Obama’s promise that those with employer-sponsored health insurance could keep what they have, the excise tax would lead to large-scale upheaval in many workers’ current coverage. The health care bill passed by the House of Representatives last month contains no excise tax. Contact your Senators Today! Tell the Senate to reject any excise tax on high-cost plans in health insurance reform legislation. Learn more about NEA’s position on health care. Read more about health insurance reform myths vs. facts.

WHAT CAN I DO?? - Tuesday, December 15, 2009 Please see Jim Testerman’s message and request below regarding two federal issues. Please contact Senator Specter and Senator Casey and ask them to reject any excise tax on high-cost plans in health insurance reform legislation. Also, please contact your Member of Congress and ask them to include funding for education in any jobs package. There are links below where you are able to directly contact our Pennsylvania Legislators. If you have any questions or need any further information, please contact me. Thanks for your assistance! Jen Jennifer Statler PSEA Government Relations From: Testerman, James [PA] Sent: Friday, December 11, 2009 12:35 PM To: Grp - Board of Directors; Grp - PACE Board of Directors; Grp - Legislative Committee Cc: Assistant Exec Directors Subject: MUST ACT---U.S. Senate preparing to tax your health care 40% Importance: High Please circulate this widely to PSEA Members and staff. Issue #1-When the stimulus money runs out next year, there will be a $700 million hole in Pennsylvania’s education budget. The jobs bill could bring additional resources to PA to save members job. Follow the link and act now! Issue #2-The U.S. Senate is considering taxing employee health care benefits to fund health care reform. This will affect PSEA members and PSEA staff. Legislative On the Hill: Special Edition
Yesterday, Governor Rendell presented his final budget proposal to a joint session of the Pennsylvania General Assembly. For the third year in a row, the Governor continued the historic school funding formula adopted in 2008 to meet the state funding commitment for basic education based on the real needs of students in the classroom and the investments they need to succeed.

Legislative PSEA Legislative & Political Update:October 23, 2009
FY09-10 State Budget After months of near legislative gridlock and some of the most partisan bickering seen in Harrisburg in years, the General Assembly has enacted a 2009-2010 state spending plan. Governor Ed Rendell signed this budget into law on October 9 - 101 days after the June 30 deadline to complete a state budget - making this the longest budget delay in modern history.

Legislative PSEA Legislative Update: August 7, 2009
On August 5, 36 days past the deadline to adopt a state budget, Governor Rendell signed Senate Bill 850 as a “bridge” budget in order to begin paying state workers starting next week. Although PSEA strongly opposed Senate Bill 850 throughout the past several months due to the deep cuts it made to public education, we supported the Governor’s actions this week because he line-item vetoed virtually everything in the bill except for what was needed to compensate state employees, which nullified the harmful provisions of the bill.

Legislative PSEA Legislative Update - June 15, 2009
GCAs/Keystone Exams In May, the Department of Education signed a $218 million six year contract for the development of a model curriculum and Keystone Exams. This action angered members of the General Assembly who had been working with the administration and the Coalition for Effective and Responsible Testing (CERT -- a coalition of nearly 20 groups, including PSEA) to develop a plan that had more consensus than Keystone Exams. As a result, when the General Assembly returned to session, the Senate Education Committee and then the full Senate by a vote of 49-1 voted to support legislation that would prevent the administration from executing the contract. The bill now goes to the House for consideration where its fate is uncertain.
